WTCSD is a private-public partnership established in 1994, with the City of San Diego, the San Diego Unified Port District and the San Diego County Regional Airport Authority co-holding the license to operate.    

Governed by a Board of Directors of 45 of San Diego's top international business professionals, community leaders, and elected officials. 

Licensed in 1994, as a 501(C)6 non-profit corporation.
