President
Bartell & Associates
Jim Bartell's public affairs career spans more than 30 years and has consisted of leadership positions in numerous local, regional and state and federal administrations.
Jim's legislative and governmental administrative back ground in extensive. In 1976, Jim served as a staff assistant to a California State assemblyman before spending the next seven years as a legislative director and chief of staff to a San Diego County supervisor. He then worked as chief of staff to a United States congressman for eight years prior to becoming a partner with a San Diego public affairs agency. In 1991, Jim returned to public service as a chief of staff for a San Diego City councilman.
Jim was also a councilman for the City of Santee from its incorporation in 1980 through 2002. During his six terms, he served as both mayor and deputy mayor. From 1985 to 1997, Jim served on the San Diego Metropolitan Transit Development Board of Directors, which oversees the planning, development and operation of the San Diego Trolley and bus systems and the San Diego and Arizona Eastern Railway. In 2002, Jim was appointed by the San Diego City Council t the San Diego Regional Government Efficiency Commission, which provided recommendations to the State Legislature on the consolidation of regional transportation and land use planning agencies. This landmark legislation resulted in combining the San Diego Metropolitan Transit Development Board and North County Transit Development Board with the San Diego Association of Governments (SANDAG). In addition, it created a Regional Airport Authority, which has assumed airport planning and operational responsibilities previously held by the San Diego Port Authority,
In 2003, Jim was appointed by the Governor of California to the San Diego River Conservancy Governing Board. The Board is responsible for the preservation, enhancement and recreational use of the 55-mile San Diego River and its habitat.
Jim was with the international public relations firm of Porter Novelli for thirteen years, where his primary responsibilities included managing the San Diego office, chairing the agency's construction and land-use industry group, and planning and managing public affairs programs for clients, including strategic counseling, government relations, community relations and coalition development.
Jim opened his own public relations and government relations company in January 2006, and represents a number of residential, commercial, hotel and mixed use developers and other companies needing public relations, marketing and media relations services.
Jim is a member of several organizations and boards, including the San Diego Regional Chamber of Commerce, Downtown San Diego Partnership, Building Industry Association, Santee Historical Society, and WORLD TRADE CENTER San Diego Board of Directors.
Jim holds a Bachelor of Arts degree from San Diego State University and a Master's degree in Public Administration from National University. Jim served four years in the US Navy, including three years in Vietnam where e received numerous commendations. He is married and has three grown children.
